According to Kharkiv Oblast Governor Oleh Syniehubov, at least
three people were killed and 23 injured by Russia’s shelling on
July 21. Five of the wounded are in intensive care.

The Security Service (SBU) say that the detained man was providing
Russian military intelligence with the information about the location
of Ukraine's military facilities and enterprises producing defense
products in Zhytomyr Oblast.

The Kremlin-backed proxies in the occupied parts of Ukraine's
eastern Donetsk Oblast claimed that the work of Google there was
blocked due to its “harassment of Russians, imposition of lies and
disinformation,” Russian state-controlled news outlets reported.
According to the sources of the Kyiv Independent in the occupied
Donetsk, Google can be accessed there, but the access has disappeared
in the previous days. Earlier, Russia's proxies in Luhansk Oblast
also announced they were blocking Google.

The Russian government included Greece, Denmark, Slovenia, Croatia
and Slovakia in the list of “unfriendly countries.” The document
limits the number of employees of diplomatic missions of these
countries that they can hire in Russia. In March 2022, a few days
after the start of its full-scale invasion of Ukraine, the Russian
government compiled a list of “unfriendly countries,” which
included a number of European Union states, the United States, the
UK, Japan and about 20 other countries.

According to the State Emergency Service of Donetsk Oblast, the
bodies were discovered under the rubble after Russian forces attacked
Kramatorsk with Iskander missiles on July 21, destroying a school.

Air defense systems have relatively small warheads that can pose a
significant threat to troops in open terrain and light buildings, but
are unlikely to penetrate fortified structures. According to UK’s
Defense Ministry, there is a high probability the weapon will miss
its intended targets and cause civilian casualties, since the
missiles are not optimized for ground attacks and the system crews
will be poorly trained for the missions.

Oleksiy Danilov, secretary of the National Security and Defense
Council, said on national TV that a foreigner can be recognized as an
oligarch as long as he or she falls under at least three out of four
criteria specified in the law. The statement closely follows a report
by Ukrainska Pravda that President Volodymyr Zelensky stripped
several people, including oligarch Ihor Kolomoisky, of his Ukrainian
citizenship.

Ukraine’s General Staff reported
on July 22 that Russia had also lost 1,704 tanks, 3,920 armored
fighting vehicles, 863 artillery systems, 251 multiple launch rocket
systems, 113 air defense systems, 188 helicopters, 221 airplanes, 713
drones, and 15 boats.

According to Dnipropetrovsk Oblast Governor Valentyn Reznichenko,
Russian troops launched "a massive rocket attack" and
shelled Nikopol twice, killing at least one and injuring another
person. Eight more people are injured due to missile strikes on
Apostolove, a city between Nikopol and Kryvyi Rih.

The 7th package of sanctions includes the mayor of Moscow Serhiy
Sobyanin, First Deputy Director of the Federal Security Service
Serhiy Korolev, Commander-in-Chief of the National Guard Viktor
Strygunov, and organizations like the state bank Sberbank, against
which the sanctions were extended, the FORSS group of companies
operating in the shipbuilding markets, the rocket and space industry
enterprise Kvant, and the Avlita company operating ports.

The Group of Creditors of Ukraine announced the suspension of debt
repayments for Ukraine until the end of 2023 amid Russia’s
full-scale war, with a potential one-year extension. The group,
consisting of Britain, Canada, France, Germany, Japan, and the U.S.,
called on private-sector bondholders to follow suit. The debt
repayment was originally due on Aug. 1, 2022.

The U.S. think tank reported on July 21 that Russian forces
conducted limited ground attacks in Kherson Oblast, east of Siversk,
and south of Bakhmut. They also conducted unsuccessful ground attack
north of Kharkiv. The ISW also suggests that Russia’s current
operational tempo is “not markedly different” from its operations
prior to its official pause and that Russian forces will likely not
succeed in seizing significant ground in coming weeks.

The EU blocked a proposal to sanction Russian metals company
VSMPO-Avisma PJSC after France and other member states objected over
fears of a retaliatory ban on titanium exports from Russia. Such a
move would reportedly hurt companies, such as European jet maker
Airbus SE, which have called for the bloc not to sanction titanium
sales.

Ukraine’s Operational Command “South” reported that it
killed 35 Russian troops and destroyed a howitzer, two UAVs, and 11
armored and military vehicles on July 21.

Foreign Affairs Ministry spokesperson Oleh Nikolenko told Novoe
Vremya news agency that Ukraine will only support decisions that
ensure the safety of Ukraine’s southern regions, strong military
positions in the Black Sea, and the safe export of Ukrainian products
to global markets. Negotiations to free up grain exports
currently blocked by Russian aggression are set to take place on July
22.

According to Donetsk Oblast Governor Pavlo Kyrylenko, Russian
forces attacked Kramatorsk with Iskander missiles on July 21,
destroying a school and 86 residential buildings. One person was
reportedly killed and two people remain trapped under the ruins of
the school. The State Emergency Service is on site.

According to Nikopol Mayor Yevhen Yevtushenko, Russian troops
shelled Nikopol, Dnipropetrovsk Oblast, overnight on July 22 with
Multiple Launch Rocket Systems. No further information was provided.
